The item is in the Xianzhou Luofu area, and players must navigate to the Central Starskiff Haven to get it. Once players reach the place, a lump of abandoned delivery boxes lies on the north side. The mini nuke is somewhere between those boxes.

Since the nuke calibrates with the user’s biometric info, one must handle it cautiously. If the player’s biometric data signal is blocked, the Mini Neutron Bomb detonates automatically.
