Honkai Star Rail: Best Skills and Passives for Arlan

Herta Space Station's Security head has a skill named Shackle Breaker. When the skill is aimed at one enemy, Arlan sacrifices HP equal to 15% of his Max HP and, in return, inflicts Lightning DMG comparable to 120% of his ATK. The major consequence is his HP drops to 1 if he lacks the needed HP. Honkai Star Rail: Best Light Cones for Arlan

If Arlan's critical damage reaches 120% or more, his CRIT DMG will increase by 60% until the attack's end. The second ornament, "Inert Salsotto," increases Arlan's critical rate by 8%. If his CRIT rate reaches 50% or higher, Arlan's Ultimate and follow-up attack DMG deals an additional 15% damage.
