Pela is an excellent 4-star support in Honkai: Star Rail. With her Skill, she removes one buff from the enemy, while her Ultimate reduces the opponent's DEF, allowing teammates to deal larger damage. Once players unlock her Eidolon, she can even reduce the enemy's Ice RES, making her an excellent companion for Ice DPS in Honkai: Star Rail.
However, of course, for Pela to do all that she does, she needs a sufficient Effect Hit Rate stat. Other than relying on Relics, properly leveling the Secretarial Officer can also boost her Effect Hit Rate, along with Ice DMG and ATK. Pela Skill/Talent/Ultimate Trace Materials
On the contrary, Pela's Skill, Talent, and Ultimate are all crucial. However, leveling her Skill only adds damage, so Ultimate should be prioritized, then her Talent. Skill has the lowest priority of the three.
