After completing the main story quest called 'The Final Gauntlet,' Officer Wilson's luggage is discoverable as a lockbox once players reach the Serling Hotel in Ocean Avenue. Next to the hotel room where players wake up is a room called Room 2, where Luther appears. On the floor lies Officer Wilson's luggage, which is locked.
To open the luggage, players must find and defeat a particular named zombie to retrieve a key. It's possible to do this approximately around the time players begin Dead Island 2's Search for the Truth quest.
