Girafarig will evolve into Farigiraf once it levels up while knowing the move Twin Beam. Girafarig can learn Twin Beam once it gets to level 32. However, players may choose not to learn it and, even they're aware of it or not, this will delay its evolution.

Thankfully, in Pokemon Scarlet & Violet, it's pretty easy for Pokemon to forget and later on remember an old move. So, if a Girafarig didn't learn Twin Beam when it got to level 32, it can remember it at any time by checking its summary and using the Remember Moves option on the Moves and Stats page.
